  • Always remember that the game is for the players. Player safety and fair play come first.
  • Study and learn the laws of the Game and understand the "spirit" of the Laws. Help fellow referees do the same.
  • Encourage and enforce the philosophies of "Everyone Plays," "Positive Coaching" and "Good Sportsmanship."
  • Respect other referees' decisions and do not publicly criticize another official.
  • Wear the proper uniform and keep it in good condition.
  • Maintain good physical condition so you can keep up with the action.
  • Stay calm when confronted with emotional reactions from players, coaches and parents.
  • Honor accepted game assignments. In an emergency, find a replacement.
  • Support good sportsmanship with a kind word to players, coaches and parents of both teams when deserved.
  • Always be fair and impartial, avoiding conflicts of interest. Decisions based on personal bias are dishonest and unacceptable.

IN CHARGE OF THE GAME:

The referee's decision is final and not subject to debate.  This is the most basic rule of any sport.  Players, coaches and spectators must accept this principle.  Faced with verbal harassment, intimidation, or physical threats, a referee has the right to abandon a game in these circumstances.  We cannot afford to drive referees away from the game. Any game official is under enough pressure without that added unnecessarily by players, coaches and spectators.

Do you have what it takes to be a Soccer Referee? 

So you think you know the rules of soccer…maybe you know more than the referee even. Take this simple 10 question test to test your real knowledge of the game.  The answers can be found at the bottom of this test.

1. The “red” team’s goalkeeper has let in 2 easy goals and is being teased by his own teammates. On the next goal kick he places the ball on the line of the 6 yard goal box and with tears of frustration in his eyes and to the disbelief of his teammates; he turns and kicks the ball into his own goal. What is the correct call?

A. It is another goal kick (re-kick). The goalkeeper incorrectly placed the ball on the line instead of the corner of the 6 yard box.

B. It is a corner kick

C. It is a goal and the goalkeeper runs for cover behind a wall of Soccer Moms.

D. It is a goal and the goalkeeper receives a yellow card for unsporting behavior.

 

2. A field player changes jerseys with the goalkeeper during the half. The ball is then played inside the penalty area to the “new” keeper by a teammate. After the goalkeeper picks up the ball the referee should:

A. Award a penalty kick for handling the ball because the keeper change was illegal and the filed player was not properly designated as the goalkeeper to the referee.

B. Show a yellow card to the “new” and “old” keepers since they switched positions without the Referees permission and award a direct free kick.

C. Award an indirect free kick to the attacking team from the spot the keeper handled the ball.

D. Show a yellow card to the “new” and “old” keepers since they switched positions without the Referees permission and restart the game with a dropped ball.

3. The goalkeeper releases the ball from his hands inside the penalty area and dribbles the ball with his feet. The goalkeeper, still inside his penalty area sees an attacking player charging the ball and with a sly grin on his face, he waits until the attacking player is almost upon him and then quickly picks the ball up and proceeds to punt it down the field out of danger. The referee blows the whistle. Which call should he make?

A. Show a yellow card to the goalkeeper for delay of game and/or unsporting behavior.

B. Award an indirect free kick at the spot where the keeper picked up the ball in favor of the attacking team.

C. Allow play to continue…this sort of action takes place by goalkeepers all the time.

D. Award a direct free kick at the spot where the keeper picked up the ball in favor of the attacking team

4. From a penalty kick, the ball rebounds off of the goalpost back to the player who took the kick. The player then scores a goal. What is the correct restart of play?

A. A kickoff (A goal was scored…duh??)

B. An indirect free kick is awarded to the defending team since the kicker played the ball twice without anyone else touching it.

C. A goal kick is awarded to the defending team since the kicker played the ball twice without anyone else touching it.

D. The Referee should award a dropped ball.

5. The minimum number of players required to start a soccer game is:
